🌎 National Governance & Chapter Replication Blueprint

Purpose

To prepare The Core of Volunteers for eventual replication across states while maintaining our culture of trust, transparency, and the Win-Win-Win principle.

1️⃣ National Structure (Planned)

Level	Role	Core Function
National HQ	Board of Directors + Executive Team	Sets mission, ethics, brand, tech, and national auditing standards.
Regional Chapters	1 per state or major region	Manage multi-county operations, training, and compliance.
Local Cores	Community-based volunteer hubs	Direct delivery of C.A.R.E. Program services and local events.

Each chapter operates as a 501(c)(3) sub-affiliate or fiscally sponsored branch under national oversight until independently incorporated.

2️⃣ Core Standards for Replication

Shared bylaws template and ethics code.
Mandatory quarterly transparency and impact reports.
Standardized Impact Score data integration.
Dual-signature financial controls at every level.
Annual recertification through the Core Certified Chapter Program.

3️⃣ National Board & Leadership

7 – 15 Directors representing diverse regions and sectors.
Standing Committees: Governance, Finance & Audit, Programs & Training, Public Trust.
Advisory Council of partner organizations and veteran leaders.
